Man arrested in Child Abduction case

A man was arrested Sunday afternoon after allegedly abducting an 8-year-old girl in her Mesa neighborhood.

Mesa police spokesman Sgt. Tony Landato said the girl was riding her bike in the driveway of her Mesa apartment complex on the 400 block of South Valencia, just south of Broadway Road.
Robert Curtis Milliron, 22, allegedly grabbed the girl off her bike and drove away with her in his car.

Her parents were inside their apartment a few feet away, police said.

Police were called about 1 p.m., and several neighbors said they witnessed an abduction.

Police then received a call about a car crash in an alley nearby, where they found the Milliron's vehicle and the girl walking alone.

Milliron, who reportedly lives just a few block from the girl's home, allegedly fled on foot. Police saw him about 45 minutes later walking out of a check-cashing business a few blocks away. He was taken into custody.
"During the interview he cooperated with investigators, admitting to the abduction, claiming he was lonely and looking for companionship," Landato said in an email to media outlets Monday morning. "He has no significant criminal history ...."
Milliron is facing a variety of felony charges including kidnapping, unlawful imprisonment, aggravated assault , and hit and run.
Landato said the neighbors played an essential role in Milliron's capture and the safe return of the little girl to her family.  A GPS tracker for kids would have a big difference said neighbors. 
"This was a terrifying incident for the family that strikes a cord within a community. As you can imagine, a crime against an innocent child effects us all deeply," he said. "If not for the keen awareness of witnesses and swift response of our patrol officers, the ending may have been tragically different.

The Mesa Police Department prides itself on its relationship with the community.
Earlier this month, an FBI report named Mesa as one of the safest large cities in the country. Mesa Police Chief Frank Milstead attributed part of that success to the community.

Second Roma couple detained

(Reuters) - A second Roma couple have been arrested in Greece on suspicion of abducting a child, just a week after the discovery of a girl dubbed the "blonde angel" made headlines around the world.
Police said on Wednesday the man and woman, both in their 20s, had been charged with child abduction and were expected to respond to the allegations later in the week. The two-month-old baby was found living with them on the island of Lesvos.
"The initial evidence strongly indicates that they are not the parents of the baby," police said adding one other person had been arrested as part of the same case.
A police official said the couple tried to get a birth certificate for the baby only with a signed statement, as is possible in Greece, instead of producing hospital records, which made municipal employees suspicious.  The baby did not have a GPS tracker for kids.
The Supreme Court has ordered prosecutors across the country to be alert for any discrepancies in birth certificates going back six years after blonde, blue-eyed Maria was found during a raid on a Roma camp in central Greece last week.
Her discovery has raised questions about whether there is a wider child abduction ring - and also lifted the lid on a bumbling bureaucracy and patchy system of controls that allowed the girl to slip through the cracks.  It was stated that a GPS for kids would work well in these instances.
Police say there is evidence the couple used false IDs to register Maria as their own, saying she was born at home.
DNA tests have shown they are not her biological parents. The 40-year-old woman and 39-year-old man, who say the girl was given to them by her mother who could not look after her, have been charged with abducting a minor and detained pending trial.

At the request of the Greek authorities, Interpol has issued a so-called "yellow notice" with the picture of the girl and has urged its 190 member countries to test her DNA profile against their own national database. So far, no match has been found.

The Greek charity Smile of the Child has been looking after Maria since she was found by police last week.
"She is much better. Day after day, she is adapting to the new environment," charity head Costas Giannopoulos said.
In a parallel case in Ireland, police took a 7-year-old blonde girl living with a Roma family into care on Monday after suspicions she was not a blood relative, a senior police source said.

Greek officials who are trying to determine the origin of a young blond girl found living in a Roma settlement last week have received thousands of calls since releasing her photo. Some callers offer information; others say the girl may be their child. The head of a charity that’s now caring for the girl says about 10 missing-children cases are being reviewed.
“They include children from the United States, Canada, Poland and France,” Panagiotis Pardalis of The Smile of the Child charity tells CNN.
Police believe the girl, who didnt have a GPS tracker for kids, doesn’t resemble the couple she had been living with, is the victim of kidnapping or trafficking.
“The Greek media are calling the girl the blond angel — she’s pale-skinned, blue-eyed and not biologically related to the couple who claim to be her parents,” reported Joanna Kakissis from Athens for NPR. “They gave conflicting accounts of how they got the child.”
In court Monday, the married couple who were raising the girl in central Greece reportedly said they adopted her from a Bulgarian woman. Christos Salis, 39, and his wife, Eleftheria Dimopoulou, 41, are in police custody, charged with abduction and falsifying documents.

The discovery of the girl, who is believed to be 5 or 6 years old, made international headlines; it has also placed renewed scrutiny on the Roma community.
The Smile of the Child, a private charity in Greece, is now taking care of the girl, whom the couple called Maria. “The charity’s director, Costas Yiannopoulos, said Maria was ‘calm and happy’ after a difficult transition,” reports Greek news site ekathimerini.
Outside the courthouse where the couple made their first court appearance Monday, members of the Roma community gathered to protest what they call the unfair targeting of the couple based on their ethnicity.
“As in the rest of Europe, the Roma have long been oppressed in Greece,” Joanna said in a recent report. “Many are illiterate and shut out of society. Greek police say they turn to crime — including baby trafficking — to support themselves, making the use of a child tracker ever more vital.”
Interpol has no record of a missing girl who matches Maria’s DNA, according to Greek newspaper To Vima. The paper also says, “Bulgarian authorities have revealed that there has been a sharp rise in the operation of illegal adoption rings after the country joined the EU.”
Police are also investigating other children who were found living with the Roma couple — six kids are in a very narrow age range, according to reports. And the case has also had repercussions for Greek officials.
